For coats with no loops, a tie belt (soft leather, thick fabric, suede) or a wide belt placed directly at the waist are the two options. A loop-free wide belt needs to be held in place — favour a belt with a sturdy closure (a wide pin, D-ring) in that case.

Coat belt: worn over or under the inner layer?
The answer depends on the effect you want. Worn over the jacket or jumper underneath, the belt structures the outer layer — a coat worn open or closed but structured. Worn under the coat, on the jacket or jumper, it creates a silhouette for the inner layer, visible when the coat opens. Both approaches are valid — the first is often more relevant outdoors, the second for heated indoor settings.
